however to receive further information as to the method
which it is proposed to adopt in order to arrive at the
amount of the credit to be given to the War Department
in the Colonial Military Lands Account and particularly
as to whether it is proposed to impose a Crown rent in
respect of this property (which has not hitherto been
subject to such rent), and, if so, how the amount of the
Crown rent will be assessed. In this connection the
Council would invite the attention of the Earl of
Elgin to the wording of the instructions in the parallel
case contemplated in paragraph 6 of the Colonial Office
Circular dated 30th December 1894, in which it is
directed that the War Department shall receive credit
for the value of the fee simple.
